The College of Agriculture’s Central Oregon Agricultural Research and Extension Center is seeking a Farm and Facilities Manager. This is a full-time 1.00 FTE , 12-month, professional faculty position.

The Central Oregon Agricultural Research and Extension Center (COAREC) is located in Madras, Oregon, at the center of 60,000 acres of irrigated crop land in the center of central Oregon seed production. High value, specialty crops provide the core of this progressive agricultural community. COAREC contributes value to Oregon State University (OSU) and the local agricultural community through outreach and engagement with stakeholders, including industry, non-governmental organizations, and the public and through research of pressing agricultural questions. This full-time faculty position will support activities of COAREC by supporting the development of strong research programs through management advice, outreach and engagement with stakeholders. The position is based in Madras, Oregon at COAREC (https://agsci.oregonstate.edu/coarec/).

This position works closely with the Director to manage the research farm and center facilities in a sustainable manner that will support current and future research. This position is responsible for managing and sustaining operations required for buildings, grounds and research farm that comprise COAREC.

In addition, the incumbent is responsible for preparing, monitoring and revision of farm and facilities budgets. This budgeting responsibility includes ensuring an appropriate schedule of maintenance and replacement to ensure adequate budgeting to fit the long-term station budget and goals.

The incumbent will be responsible for ensuring that the farm and facilities, equipment, and vehicles are managed to support priority program outcomes identified by the faculty and Director.

The incumbent is responsible for maintaining a safe work environment and must be able to prioritize a heavy workload, work independently and efficiently with other support staff members, and work on multiple projects simultaneously. Strong communication and planning skills are required to be successful in this position.

Incumbent is expected to provide leadership, supervision and direction for farm workers (including full-time, part-time and/or seasonal classified employees, temporary and student employees) to complete farm operations tasks, prioritize and supervise work so it is completed in an efficient and timely manner, following best and most current farming practices. This is to include planning, assigning and reviewing work, establishing goals for each position and assessing performance through completion of evaluations.

Additionally, the incumbent will hire, train, promote, and, if necessary, discipline and address grievances, developing a framework for corrective actions as necessary. Incumbent will resolve or minimize personnel issues by serving as a mediator or liaison with employees, the Director and Human Resources.

Position Duties

40% RESEARCH AND PLOT MAINTENANCE
  • Oversee day-to-day farm operations ensuring farm land, facilities, equipment and vehicles are managed for priority program outcomes in conjunction with research activities for station scientists.
  • Operate, as well as supervise the operation of, different types of sprayers to apply pesticides at the station. This includes determining when conditions permit spraying, performing and/or supervising weighing and measuring chemicals, filling the tank, applying the materials, and recording chemical application. Post field spray notices and monitor re-entry periods on all sprayed blocks. Retain records and posting as required by the Worker Protection Safety Act.
  • Facilitate, coordinate and create irrigation schedule to accommodate research and maintain the health and vitality of farm land.
  • Work to maintain and repair irrigation systems at COAREC.
  • Elicit recommendations for fertilizer treatments from appropriate resources, and verify applications with all scientists before applying fertilization. Oversee and/ or participate in the application of fertilizers.
  • Prepare, monitor and revise budget for farm and facilities. Also responsible for ensuring appropriate schedule of maintenance/replacement to fit the long-term station budget and goals.
  • Operate, as well as supervise the operation of, seed cleaning equipment at COAREC.
35% SUPERVISION AND LEADERSHIP
  • Provide leadership, supervision and direction for farm workers (including full-time, part-time and/or seasonal classified employees, temporary and student employees). Plan, assign and review work, establish goals for each position and assess performance through completion of evaluations; hire, train, promote, and, if necessary, discipline and address grievances, developing a framework for corrective actions as necessary.
  • Assist in recruiting farm workers as needed, anticipating in advance necessary labor needed to complete projects.
  • Work with employee(s) to write and implement development plans that increase capability and skills; provide coaching and mentoring for development and growth.
  • Provide leadership to classified employees to complete farm operations tasks, prioritize and supervise work so that it is done in an efficient and timely manner, following best and most current farming practices.
  • Supervise and train all farm employees in Worker Protection Standards.
  • Work closely with those who use the farm for research to stay current in farm practices.
  • Provide leadership in communicating and facilitating changes in farm priorities that may occur due to weather, financial restrictions, research developments and other factors that could require a shift in farm work priorities. Identify opportunities for revenue enhancement and cost containment.
  • Resolve or minimize personnel issues by serving as mediator or liaison with employees, the Director and Human Resources.
  • Serve on the COARC safety committee and ensure COAREC offers a safe and healthy work environment.
10% GENERAL CENTER MAINTENANCE
  • Supervise, perform, and coordinate the maintenance of land, which may include backpack spraying, mowing, and hand-weeding.
  • Supervise, perform, and coordinate the maintenance of buildings, greenhouses, roads, field equipment, and vehicles.
  • Supervise, perform, and coordinate the servicing of all fire extinguishers at the Center.
  • Supervise, perform, and coordinate the maintenance of driveways, walkways, and parking lot.
  • Act as liaison between Director and contractors to manage facility maintenance, station rental property, grounds keeping and other operations.
10% SUPPLY AND EQUIPMENT MAINTENANCE
  • Store and maintain supplies, tractors, trucks, sprayers, and other farm equipment and other equipment.
  • Store and maintain chemicals and hazardous substances according to OSU policy and safe handling practices.
  • Maintain chemical database, and MSDS sheets, reviewing them quarterly, for all chemicals used in farm maintenance.
  • Identify and evaluate equipment and submit recommendations to the station Director for repair and replacement.
5% MISCELLANEOUS
  • Monitor farm operating expenses with computer spreadsheets.
  • Prepare and submit budgets for farm operations, equipment maintenance and repair.
  • Participate in Center tours with other faculty and staff.
  • Attend meetings and training, as appropriate, to stay current on farm practices.

Minimum/Required Qualifications

Associate’s degree in Horticulture or Agricultural Management or other relevant educational experience.

Minimum of three years supervisory and personnel evaluation experience.

Minimum of three years of experience in farm operations.

Proficiency in the use of networked personal computers, including applications for; databases, spreadsheets, word processing, electronic mail, scheduling, and Web browser.

Ability to obtain an Oregon Public Pesticide Applicator’s license within four months of start date and maintain while serving in the position.

Demonstrated ability to: communicate effectively with individuals both verbally and in writing, in small groups and in public settings; work effectively as a member of a team and as a team leader; plan, organize, evaluate, manage, and delegate and to set priorities and manage multiple projects, activities and deadlines simultaneously; make timely, thoughtful, information-based decisions and be accountable for them; and work independently with little supervision.

Preferred (Special) Qualifications

BS in Agricultural Management or related field.

Five years of farm work experience.

Demonstrated ability to use initiative, diplomacy, and sound judgment in handling fiscal matters, personnel matters, telephone inquiries, correspondence, office visitors, and faculty/staff inquiries to maintain favorable public relations in the department, college, university, other agencies and the public.

Working Conditions / Work Schedule

Work is primarily performed outside in a farm setting.

Work schedule is dependent on the agricultural needs of the Center.

The expectation is for the employee to work holidays, weekends, and flexible hours, as needed, to manage time sensitive crops.
